I failed an MOT because of ineffective handbrake on a Fiat Ducato 2003 Swift Kontiki campervan. Replaced shoes, adjusted, replaced cable - not good enough. The ridiculous top-hat style drum handbrake is under strength for a 3400kg vehicle. I arranged for Saftek to replace the shoe lining with a high-friction soft lining, bedded them in, adjusted and it passed easily - 21% & 25%!!
